The content includes the national policies of satellite navigation, GLONASS maintenance, development and application, the improvement plan, GLONASS on-orbit status, the user information support, etc. Finally, Sergey Karutin pointed out the high priority of GLONASS Plan within Russian government policy. And they decided to continue providing free services to all users. He also emphasized that the Russian government had approved the latest GLONASS "2012-2020 Plan" in March 2012. GLONASS would continue to maintain its traditional bands, to transfer the existing FDMA signals, and to introduce new CDMA signals.
